A December 8, 2003, New Yorker Magazine article by Jeffrey Toobin (reprinted here on pbs.org) describes, essentially, howa sneaky fucker like Tom DeLay an elected official can drive an effort to redraw a state's congressional district maps... with the intended effect of marginalizing opposing votes, which in turn helps ensure that the "redistricting party" maintains legislative seats.
